It can be done on a laptop/computer/pc/mac but ebay seem to hide it as it no longer appears in your purchase history. It is in your purchase history under cancelled orders but that isn't always easy to find for some.
You can find the feedback link via going to the seller's Feedback Profile page, scrolling down to 'What would you like to do next?' at the bottom of the page, & clicking on leave feedback from there. If you don't get the "what would ...." option, you just click [from there] on the leave feedback option. The seller will be presented to you with your other purchases.
I find the easiest way is the cancelled purchase in your history. Sometimes the link is at the bottom of that page.0
