Having trouble proving identity with some organisations

I've been trying to get various bits of info from various organisations sent to me to help understand why I've failed lots of credit/account applications but have hit a big stumbling block proving my identity. The organisations are asking for either passports, driving licenses or foreign-related IDs. I can't be the only person who hasn't gone abroad or driven a vehicle, can I?
The companies in question are Experian which I paid £2 to view my report BUT wont send me it until I've scanned a passport, and NationalHunter who's asking for either a passport, driving licence, gun licence or foreign ID. This feels so annoying because the things they're asking for only fit a certain type of person and I've lived in the UK since birth! Surely a birth certificate trumps a passport and it's cheaper too? Passports cost £75.
I also need to get info from Cifas but at least they give an option to send in a state benefit letter instead of a passport.

Have you tried using Credit Club on this site which gives you the Experian report for free and is updated monthly. I never had to show an ID they simply ask you questions based on information in your credit report.
Also you don't need to drive to get a provisional licence for identification purposes.0 -

Yes I did but the application failed for some reason which got me paying for it instead but they wont send it until I've bought an expensive passport, so it's strange and a double whammy.
Earlier in the year I applied for an M&S current account and MBNA credit card but the first had issues with Cifas and latter had a problem with NationalHunter. If I am I victim of fraud then what hurts more is having to pay £75 just to find that out.
Also to get a provisional driving licence you have to buy a passport first but I'm on a low income.0 -

Are you on the ER? this normally helps companies to electronically ID&V you.
I am on the ER and can view reports from both Noddle and Clearscore with no problems but most lenders use Experian. I can use Creditmatcher (Experian) to view a score but that's all they show. No warnings are given on my 2 viewable reports and scores are fairly good being 486 (Clearscore), 631 (Noddle) and 914 (creditmatcher Experian).
I've been disabled all my life and haven't been able to work but could I have landed on the Cifas and NationalHunter databases for simply choosing 'retired' on some credit applications and 'unemployed' on others? I've always been confused which to select but maybe that's put a black mark on me.0 -

Are you sure you have to have a passport to get one? I know someone who started to learn to drive last year and applied for their passport this year (although they may have had an expired child's passport in the past).0 -
I think people have to send in one document from below but once again money has to be spent.
- a current and valid passport
- a biometric residence permit (BRP) - formerly known as the identity card for foreign nationals
- an European Union (EU) or European Economic Area (EEA) national identity card

I think concerns over affordability and potentially number of applications is a more likely reason for the declines than information from the N Hunter database.
What kinds of products have you been declined for on what size of income? Have you made many applications over a short period of time (in the last 4-6 months)?
Do you currently hold a credit card or any other loans? Any late payments?0
