A NIP may be delivered verbally. It was done in this case. They then have 6 months to instigate proceedings. A court case may be longer than 6 months after as long as proceedings were started in time.0 -

Yes, most motoring offences are summary.
The first NIP must be served within 14 days, unless you are stopped at the time.0 -

As I said a NIP may be delivered verbally. There is no prescribed wording. It can be simply "mate you may go to court". You merely have to be made aware a prosecution is possible.
Try convincing a court they didn't say something when they stopped you.0 -
