That is the nature of the internet, when you remove the face-to-face element of a transaction it is almost impossible to know for sure who you are dealing with.

Paypal/Sony don't allow a child to do this - but there is a limit on what they can do to prevent it without making it very difficult for genuine customers, and potentially excluding some eligible people from having an account.

the parents are responsible for the action of their child it is their fault they are to blame
