What does anyone expect the outcome of logging a complaint with PayPal to be?
OP's son to be prosecuted for fraud? Or obtaining credit by deception? I doubt it will be that severe, but you get the jist...

Your son has entered a contract with PayPal. In the eyes of the law, he is a minor and therefore makes the contract void.

As he opened an account fraudulently then the police should be involved.
Or are you suggesting that PayPal should have insisted on evidence such as driving licence or passport to prove age and maybe credit check them as well0 -
Unless I am misunderstanding this, he doesn't owe Paypal anything as the debits were bounced - surely he owes Sony the money. Sony have tried to get the money by the allocated payment method (Paypal) and have been unsuccessful. Presumably it is Sony who have sent the debt collectors?
There have been numerous cases recently about minors who have run up in-game bills and they are not enforcable.0 -

Really not following your logic here... What do you expect OPs complaint to be when contacting PayPal?
"Hi my son committed fraud, lied about his age and then kept buying things he didn't have the money for via your service. Please void the debt as he's not old enough to enter a contract..."

Yes, the son committed fraud, but that doesn't make him liable for the debt, since the contract is void by virtue of his age. If the OP decides however to pay it back anyway, he is free to do so.
You are confusing criminal liability for civil liability.
It is of course a moot point as to whether his fraudulent declaration of age might be reported to the police by the debtor, but I think it's unlikely.

Just a thought, if Sony have asked for the payment from PayPal and the payment has bounced has this then made the PayPal account in a minus figure?
Just thinking back to when I had fraud on my PayPal account where money was paid in by a fraudster, then paid out to betting websites, and then the original payment in was reversed leaving my account in a debit balance and I was chased by debt collectors, could this be the case here too?
so although Sony have asked for the money Paypal have caused a debt of £700?
I am too under the impression that the debt is not enforceable under the age of 18, so even though PayPal maybe in a debit balance it cant be enforced.
I would speak/find out from Sony if the in game applications have been paid or if its them the debt is owed too.
