Yes, but you don't yet know what this 07781 number costs.
As previously said Somerset CC say theirs are at normal rates and @A Nice Englishman sent one there which cost 15p (via Virgin admittedly)

No you didn't. You said 07781 numbers - not this particular one. As suggested earlier, there may be a contract on these numbers. Would seem there is with Somerset CC.

Perhaps you could go back and tell them where exactly you were. It's interesting and more detail would inform the debate
Anyway if you tell us which council it is I'll happily ring them tomorrow and ask what the actual situation and costs are. That will save you an FOI request and, hopefully, get you a quick answer to your concerns.0 -

OK I have heard from Three accessibility team - who tell me that texting 07781 cost 25.2 p each 160 characters - so a decent length text of say 500 characters would cost almost £1 - and a call is 46p per minute - it would have been FREE had it been an Australian number .. really !!
The reason that I discovered this is that my spending limit on my account is set (purposely) to zero and I was unable to send a text because it costs ....

This depends on what the council agreed
If the council just requested a number - then Three will just charge as per a normal 07781 !
Three tell me "[FONT="]We are not able to affect the number that the Council uses...."[/FONT]0
