07781 number - disablility txt

My local authority disability section text phone number starts 07781 - which as far as I am aware is a Guernsey number which is non-inclusive on my THREE mobile account - costing 48p per minute and unknown txt costs !
The thing is that I live on mainland UK- and expected the number to be free (or at least inclusive)
Whats going on ?

    How do you expect anyone other than the local authority to answer such a specific question? Can you find an alternative way to contact them?

    I was wondering whether this is standard practice to rip off the disabled ?
    Yes I have emailed them - but their website says in urgent cases to txt them - but it doesn't state the costs of txting

    That does sound strange.

    I am in Guernsey and my mobile is 07781

    Can't offer anything else i'm afraid

    Agree a quick google says that prefix is allocated to Sure based in Guernsey, but hte last record of allocation was 1997 and so that may not be up to date, the number could have been transferred, you'll need to talk to the council, you could try ringing their usual land line number via new generation text relay

    I once made the mistake of changing provider not realising that Orange included Jersey as UK numbers but T-mobile at the time didn't, thankfully they accepted I'd been misadvised and I returned to Orange (before they were both EE)

    Quite a few councils use the 07781 number. For the housing register, for youth forums etc etc.

    Somerset CC say that it is at normal text rates.

    Looks like Sure have all the 0778 numbers. At a guess they've won a contract or two to provide the text message service for councils.

    They are clearly lying - because it costs
    It appears to be counted as INTERNATIONAL BAND "O" - Which is disgusting !!

    As I said I suspect that there is some sort of contract in place. The international band would, likely, be for personal mobiles. It may well be that the "business" deal is at the normal rates but that, because it is with that company, they use the 07781 number.

    I agree with Boris. The only people who can answer this is your local council. They will know the whys and wherefores of their particular deal

    I wouldn't expect a very quick reply. Your query will go to a main point and they'll have to ping it to the appropriate person to respond. Usually, I get an automated email back in these situations saying something along the lines of "Thank you for your enquiry. We endeavour to answer all queries in x working days" yadda, yadda
