Most people dont bother to lock their SIM cards. So even if a stolen phone is locked, taking its SIM out and putting it in another phone will allow texts from the bank to be redirected to a new phone. SMS based resets are used for email resets and for 2 factor authentications...

Maybe because of the online fraud guarantee.

If your device, cards, DL are stolen - report it.
I'm not sure how much more you would want them to do if they are taking the hit on fraud.
It's a shame one hears of stories where people report theft from account and the banks reply is that they won't refund because valid details were used, ergo the person must have either done it themself or been grossly negligent! They use the fact that money was taken as proof it was not a fraud.

Surely a lost card, lost DL and reporting the device stolen too would be evidence enough to prove otherwise. bank would be replacing the card, sorting the internet banking on the device and you would have a crime reference number from the reported document.
All of this coupled with the change of password and memorable info. as per your scenario.

Unless of course the people who say this haven't reported any of the above, have moved money out of their account regretted it later and claim it's fraud.

I think at this point I'll bow out.
For those of you who don't have Lloyds / Halifax accounts I'm sure you have nothing to worry about.
For those of who do have Lloyds / Halifax accounts and don't believe me, I'm sure you'll be fine.
For those of you who do have Lloyds / Halifax accounts and are concerned, try going through the steps in my post #33. If you disagree please let me know how far you get before you get different results and what you get instead.

Just in case you are still around. A simple thought. I am guessing you have tried all the steps to recover your lnternet Banking details using a computer at home, the one you normally use to access internet banking and using the browser which keeps history/cookies/cashe data? If so, this is very reasonable that the recovery worked "smoothly". I wouldn't risk myself to try to reset all the data using a "public" network and a random "stranger" computer, but it is quite possible that if you try to do the same using your friend's laptop you have never previously used to access online banking at your friends' house (a few miles away from your place), you may find it works differently.
