An interesting new tactic could be to appeal using a random name and the correct address.

It could be a good 3 or 4 months of questions about liability before an appellant drops the bombshell the person they are writing to isn't the owner, keeper, driver or registered keeper.

Can't disagree with that idea, sounds good as a plan.

After all if the random name just asks for information, the duty lies with the company receiving the contact to be sure who they are sending photos to, and they could get into trouble (and the made up name 'typist' who asks the questions has done nothing wrong in law).

What a crime it is that a company with no consumer customers can call themselves:
    Customer Support Advisor
Honestly feel like swearing about these revolting, money-grabbing firms.

How dare they pretend to be a 'Customer Support Adviser', it's as bad as those phone calls that pretend to be from your internet provider. The lie is the same, purely to mislead people & get money.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Dear Indigo.

I invoke my right to an alterative dispute resolution as is my right in accordance to the ADR Act of 2015, as no PoPLA has been offered
    .

I will take further legal action if any threatening letters are received regarding this matter.

    Good afternoon.

As per an announcement from the British Parking Association on 20th September 2017, the requirement for Indigo to offer an independent appeal via POPLA has been temporarily suspended. This is following a review of the clarity of the Clauses in Railway Byelaws by the BPA and the Government. If motorists remain unhappy following this appeal rejection, the final decision can be made at a Magistrates Court.
    Kind regards,
    Tasha Hawthorn

..and why they have refused to acknoweldge your reqeust for ADR.

You didnt say it had to be POPLA, but you DO have a right to ADR as per the ADR regulation 2015. State any refusal willbe considered unreasonable conduct.

Ask her how she contends they have a 'Customer Support Department', when the industry has no consumer customers, only victims.

    Is this her?

Haha yeah I guess that's her, Bachelor of Arts (BA), Music, 2:1 - didn't know that degree qualified you to scam members of the public! Glad I'm not pond life like her.

Anyway, not sure what they will do, ZZPS have been sent a nice letter from the person they have wrongly accused of accumulating a penalty as they have no relationship with the vehicle in question, will have to wait and see what they come back with.

    Letter Received from "QDR SOLICITORS"

Basically threatening to take it through "criminal court proceedings, such proceedings would require your attendance in Magistrates Court. "

Signed QDR SOLICITORS - so nobody who works there actually want to be linked to this scam.

So here is the best part, they are still addressing the wrong name.
Which I think could be the way forward from now on, appeal with a fake address and name, then they will keep sending letters to someone else! New addition to the Newbies thread?

if QDR want to pass it back to indigo , and "if" indigo wanted to take this to magistrates court (they can) then any "fine" will go to the goverment , not them , it will also cos them many of hundreds of pounds to do this

after explaining to the magistrate the reasons and showing him the failed TXTs , this would be kicked out sharpish

the last thing a magistrate wants is "private sector" telling him what to do .
