It’s very simple, landowners should be forced to invest in barriers if they want to manage land. Pay on exit only. No ANPR, no option to give any PCN’s except for people who misuse disabled bays. No keeper details to be provided for ANY situation. This will provide car park spaces and ensure that the public are safe from predatory scumbags with PCN targets in high-vis.And what do you think the outcome of that would be? Do you think it would allow you unfettered access to private property to park on it as you please?
If I were a car park owner and that came into force two things would happen:
1) On the day it came into force a large fence would go up to deny anyone access.
2) On the second day it would be sold for redevelopment.
Congratulations, a hundred or more car parking spaces lost. Best of luck finding somewhere to park when all the other private car parks have decided to do the same.
Instead the government have decided to protect their buddies at Capita. The public once more lose out.If you were not the driver write to the parking firm and tell them who was so they CANNOT hold you liable. The person who was driving the car is responsible so let them deal with it. Not you! Don’t let people with an agenda tell you otherwise.0 -

There’s nothing I’ve yet seen in the documentation surrounding all this that tackles the insidious ANPR camera monitoring (and all of its inaccuracies) and which suggests achieving parity between privately operated car parks and those in the public sector.
It just can’t be right - one overstay in a private car park is surely the same as an overstay in a local authority car park. When this Bill goes through its stages, I can’t believe that, at a very high level, local authorities won’t be doing some serious banging on the table!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
