It's been publicised in national newspapers and the BBC, and it will be up to the public to report breaches of the new Code to the relevant government department.
You can't really legislate for stupidity. If large numbers of the general public, like some of the clueless muppets who arrive on this forum, decide to just pay up, and think that the whole world revolves around their iPhone and Facebook, there's little that can be done about that.

As I've pointed out previously, the Register of MSPs Interests states he's a member of the Scottish Law Society, so most probably a solicitor. No doubt he and his mates have been chatting to their colleagues south of the border and have seen what they are missing out on.
I doubt anyone would care if he belongs to the
Ku Klux Klan.
He either respects the people in Scotland or not, his

The next logical step will be a single, genuinely independent appeals process for all private parking issues. Once that happens, it is difficult to see that either of ATAs will have a significant role to play.
That used by LAs seems to work well. I appealed a ticket a few months ago and the adjudicator allowed in on a point which I had not even raised.

This is a complete and utter mess. The government had the opportunity to ban private parking once and for all. Instead they seem to be deciding that it has a place in modern society. Are they utterly craven? I am also worried that the English are trying to impose their half baked changes on the people of Scotland. We haven’t asked for this so why is it being imposed on us instead of waiting for Murdo’s consultation to close?
Once a private parking code is “on the book” (not just keeper liability) then that’s it, full legitimacy. It’s never being stopped. A “levy” will mean that the government are enjoying the spoils of parking firms and will defend them tooth and nail to keep the cash flowing. We need to fight this tooth and nail. If it was the SNP or Labour behind this then I would feel much better, but does anyone trust that the Tories will do anything to harm their mates at Capita?
If the BPA are all for this then we know we must fight it. An IPC newsletter was posted on Facebook fight your invoice group and they are also supporting it.
