If I were a car park owner and that came into force two things would happen:
1) On the day it came into force a large fence would go up to deny anyone access.
2) On the second day it would be sold for redevelopment.

In the grand scheme of things, the landowner earns precious little now from his parking facility - it is the private parking companies who rape and pillage motorists who err in regard to their many and convoluted rules and regs. None of the money they snatch goes anywhere near the landowner.
This is what this Bill is about - controlling vermin, the nearest thing the Govt could now get to introducing a fox hunting Bill

well almost but not quite
in a lot of cases , say out of town shopping parking is free , and as such the rates are set accordingly , and parking is needed to allow people to shop
HOWEVER in a lot of cases the parking cos offer free "car park management*" or even pay the shopping centre to work there
no money is made by the shopping centre , the vast amounts of money are made by private parking contractor in the form of invoices for simple things
"car park management*" now that is a joke! how can a ANPR camera manage a car park , you could park side on in a mother /child or disabled spot , you could block a shop entry , you could set up a car boot sale , what can a ANPR camera do?
perhaps as in police /council , ANPR should be banned and car park ATTENDANTS , (not wardens) should be brought back

Are you suggesting nationalising all parking? You do talk tripe at times. There will always be privately onbed pieces of land on which people will want to park their cars. As such, there will always be companies who manage it, whether it be sensible, barrier controlled pay-per-hour parking, or deliberate entrapment zones that we know and love.
