So now BPA have said they havent broken any rules at all - And that they hadnt broken any DVLA rules either by writing to my father.

Pardon, explain that one to us again?! Didn't you have a POPLA appeal on hold months before the payment, or have I got that wrong?

Please show us the BPA email body of what they have said. Or was it marked confidential?

Now for an online ICO complaint in your Dad's name (you can do it for him) and set out the truth and timeline. Let the ICO sniff around Indigo. It's got to be done! His data was abused and money extracted from him, allegedly under false pretences when they KNEW he wasn't the liable party.
