I had a reply from my MP! Quicker response than anyone else ie Popla - Indigo - ZZPS - BPA.
So lets wait and see what happens next.

Thank you for your email and for raising with me the problems you have been experiencing in trying to obtain a refund for the penalty charge you received last year when parking at Leagrave Train Station on the 31 March 2017. I can confirm that I have written on your behalf to Philip Herring the Managing Director of Indigo Parking Solutions Limited to request that the refund owed to you is paid given you had paid for your ticket.
Please be assured that I will be back in touch with you as soon as a reply is received from Indigo.

That is a very good response from your MP. It will have Indigo in a bit of a spin. Do they refund and lose the money or put another nail in the coffin of the parking cowboys.
Personally I would forward that to the BLA just to let them know another MP is on the case of their demise.0 -
I only hope the MP and Philip Herring the Managing Director of Indigo Parking Solutions , both realize this is not just a case or refunding the days parking charge ,
but this still does not address POPLa failure , and BPA failure by allowing debt collection whilst an appeal was in progressSave a Rachael

Can you clarify if this is right or wrong, please:
- it was a windscreen PCN?
- you wrote to tell Indigo the very next day that you were the driver and had paid...and you gave your name and address?
- or you rang first, but then appealed as driver, name & address given?
- the POPLA code & rejection letter was addressed to you, not your Dad?
- and YOU are the appellant to POPLA, the admitted driver?
- but whilst this has stayed on hold at POPLA, Indigo (or their mates at ZZPS) have obtained your Dad's data, written him a letter and extorted money from him?
- has your Dad found out from the DVLA what date his data was harvested? If not, send an email as 'Dad' to the DVLA, asking that question. Not in your name, it's his data, so write as him with a new throwaway email addy if you like.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes this was a windscreen PCN,
I called Indigo the next day, to advise that I had paid, but I was not issued a ticket from the machine, and advised I thought this was a AMPR parking due to not getting a ticket - Advised I had proof that I paid, At that point I agreed I was the driver of the vehicle and that the car was registered to my dad (on the phone)
Also via email to Indigo i was the driver and gave my name and address.
ZZPS sent letters to my dad, But i called them to say that I was the driver not my father, and they took my details, But still sent another letter to my father threatening court action if he did not pay.
I did the appeal in My name and address with Indgio which was rejected, and then i was emailed a code from Indgio to appeal with POPLA - Again i used my details for this, as i was the driver and this had nothing to do with my father.
My dad only had letters to say that HE owed the money - He didnt get anything to appeal to adivse he was not the driver at the time.
Basically everything i have done has been in my name, I have given this over to all partys involved, But its been my dad who has had the letters from ZZPS.
Yes ZZPS sent my dad the demarding letters, while is was all still in appeal stage.
My dad paid up because the letter they sent him was last stage before legal action unless i think it was £170 was paid!!! But he just paid it without telling me 1st, as he was worried he was going to get a court letter - My dad is elderly bless him, and has never had a debt letter in his life.
And i have been funtnate enough never to get a prking ticket until now!!! Even though i had paid the dam fee lol.
I havent heard anything back as of yet - So this again could take a long while - I also have not heard from Indgio since replying back to their email.0 -
You need to tell all of that to Steve Clark of the BPA, as a formal complaint.
Copy in your MP, even if you've never spoken to your MP before. MPs need to wake up to this 'outrageous scam' (Hansard, 2.2.18).
I wonder if Indigo have the BPA wrapped around their little fingers like ParkingEye constantly give the impression of doing?
That sort of poor show, and the ever-getting-worse responses from the 'BPA team' fobbing off consumer complainants left right and centre - and the BPA's responsibility for the ''Wright Hassall we are pretend POPLA, for now, and we are going to wreck consumer winning appeals by writing and prompting the parking firms to supply missing evidence, then we will find in their favour'' debacle - is evidence that supports the view that neither the BPA nor the IPC are suitable to have any fingers in the pie of the new CoP.
@ the BPA (in general): you lost almost all of the respect you had garnered before - and some of you had gained respect of those who care about this 'outrageous scam' and 'rogue industry of bloodsuckers' (Hansard, 2.2.18) - when you allowed WH to do that. Whoever agreed to that contract should be deeply ashamed of their (apparent) complete and utter disregard for consumer rights and the basic tenets of fair dealing. In short, it stunk.
Mr Clark can be emailed here, and he will do what he can. I hope that means a refund and I fail to see why the heck not, given the circumstances:

Send him a link to this thread and explain what happened. Show him your email, where you named yourself as driver and gave your address, and show him your POPLA code/POPLA appeal, that was all done in your name as admitted driver...and remains 'on hold', despite the fact ZZPS have gone behind that and trousered £160-odd from someone else, who was not liable and was elderly and vulnerable.PRIVATE 'PCN'? Thought i would give a quick update - Quick it is because not much has happened.
I had a letter from my MP to say, that they have had a response from Indigo just saying they are looking into the case for him and will be back in contact.. He wrote to them on the 9th Feb 2018 - They wrote back to him on the 16th March 2018, they said they would be back in contact within the next week.. So I should hopefully be hearing from them this week.
As for the others like BPA I haven't heard anything back from them at all.0 -
