Check this, OP, before going down to the council. I am certain it will be a waste of time. She needs to go back home and ask for help from her home council. As advised previously.
The time periods are in the legislation. Minimum is 6m in the previous 12m to establish a local connection. And they would have to evidence that she has been there for 6m. Like you, I suspect the best they will offer is a coach ticket to Leeds.
It's worth noting also that most social housing providers will have a policy regarding applicants with arrears. In short, they don't usually like them.0 -
