Driving car from driveway into zebra crossing legal?

It may depend on what the councils definition is of established rights. If the OP had bought the house 1 year ago and decided to remove a pedestrian gate in the garden to use for parking then the council may block this off also in the interest of safety.
Having a front garden even with a dropped kerb in front of it won't automatically give you any rights to use it as a driveway. And public safety will be more important than someone's desire to park in their drive/garden.
OP if you were to widen the opening to the drive as closer to the post in the right of the picture it might make parking easier without alerting the council.0 -

I don’t think you need to get too bogged down with this.
To drive out of your front lot as you intend you will be driving across the footway where no vehicle-friendly dropped kerb has been provided. The Local Authority won’t have that because unreinforced footways are not intended to take the weight of vehicles. There is no way the LA will allow a vehicle friendly dropped kerb to be installed leading immediately on to a zebra crossing. If you think about it, somebody with his back to your house waiting to cross the road would also have to worry about vehicles emerging from your extended drive. More than that, pedestrians crossing from the other side of the road will have to watch out not only to their left and right but also for vehicles emerging from your drive. No, you won’t mow them down, but the LA will not give you the chance to.0
