Interesting, the highway code section on crossings just says must not park & must not overtake & doesn't mention stopping. Its hidden away in the bit on parking which says must not stop or park on a crossing but then cross-references back to the crossings section which just says must not park park.
Not the first & not the last time that the law is confusingly written
The law is not confusingly written. You've been reading the Highway Code, not the law!

Stopping is forbidden, but there are exceptions. The obvious one is to let pedestrians cross.

Have you seen more than that photo?

The black banding may well start above the base given it's cropped you the top of the photo.

The banding is on the whole length of the pole. You're only allowed black & white banding so the presence of a grey base indicates its not a beacon.

A beacon will have a black base (given the bottom band of black can be up to 1m wide and must be the lowest band colour on a post).

Does it state you can't have a grey base? It says the bottom band must be black. It may well be.

Thank you all for your replies. I really appreciate it.

Nearly the kerb of all of the road is dropped. All houses have garages and fully open driveways. Just this house has a narrow drive. I believe the long term previous resident didn't drive.
I struggle when reversing out because the road is busy and because pedestrian crossing. I thought if I open it, I might be able to make a U-turn inside and leave facing forward so I can view the road and make sure no pedestrians anywhere near.

Is there room to fit a turntable?

Up to a meter you say?

Given the studs look to be 1.8 and not 2.4, I think we need clarification from the OP.

The only 2 colours you're allowed is black and white. Which must not be narrower than 275mm and not wider than 335mm. The lowest band must be black and must be no more than 1m wide.

If it has a grey "base" then the lowest band is not black, its grey (and therefore it wouldn't meet the legal requirements).

So you're saying there isn't a beacon or it doesn't meet the requirements?

    Its not the beacon.

Beacons need to have the black & white banding on them to meet the legal requirements (and the banding needs to be at least 275mm wide but no wider than 335mm - the bottom band must also be black).

Doesn't seem like this is a zebra crossing after all.

Or it could just be the photo is not very well exposed - it all looks a bit washed out.

Wild guess - the crossing is a very old one and doesn't meet current regulations? It seems to be on the narrow side as well. However, if the OP were to bring that up as an issue it would make his problem worse!.

Here's a view fairly near me https://www.google.co.uk/maps/@51.4533423,0.0263248,3a,75y,270.87h,84.97t/data=!3m6!1e1!3m4!1sQGC2nmmbkJ66eurmN7ec5g!2e0!7i13312!8i6656?hl=en (If the link doesn't work - SW corner of Sidcup Road and Eltham Road - London SE12) Look for the green Golf on the pavement and see how close the driveways are to the pelican crossing.
I need to think of something new here...

But those drives are not within the confines of the Pelican crossing, the OPs is within the zig zags of the crossing.
