Hi, so updating this for others.
The last email I wrote to PE was never responded to and I have heard anything since so about 9 months ago now.

I still have the ticket proving I paid for parking and an email from the hotel acknowledging I paid for parking. I exhausted every avenue but PE refused to accept my tickets and threatened me with court.
If they want to go to court I will just show the judge my ticket and email from the hotel.

How about checking the PE website as if to pay?
With any luck, you may find there is nothing owing.

I have received a letter from a debt collection agent saying they have been passed my details on a debt I owe relating to this.

They have no option to dispute it.

The only options it gives is to pay the charge.
Or
To tell them who owes the charge.
Or
Await court date.

I have all the emails from the hotel saying I paid the ticket but PE refused to accept it.

Or ignore it.

All the indications are (while not guaranteed) that where PE puts out cases to debt collectors, they are unlikely to pursue through the courts.

You must know by now from this forum that debt collectors involved in the parking scam are powerless .
As Umkomaas says, it's just PE's feeble way to try and extort money from you.

Don't respond to the debt collector but a letter to PE saying you have proof that you paid. Either they cancel or you will show this proof to a court and let the judge whoop them and you will claim costs against them.

Also tell the hotel the antics of PE and advise them if they don't get this rubbish stopped, you will involve them in any court action

Update as to what is happening with this. 

I have had another letter asking for payment, now from DCBL. 

Can I not take PE to court for harassment? 

They just keeping going even though I have proof I paid which I sent them.

I received a response from P/Eye. They said the matter is with the Bailiffs all corespondents should go to them.
