I suggest an extra, to sending that email, to help get evidence of how many times the keeper details of your vehicle has been obtained is to send DVLA a Subject Access Request (SAR) via email to:
    SubjectAccess.Requests@dvla.gsi.gov.uk

I would draft a letter and email it to them saying at least->
I am registered keeper of XXX vehicle
My name and address is YYY
Please can you tell me who and when anyone has requested those details from DVLA since DD/MM/YY

It is free and you should get your answer well before the maximum 40 working days giving you the proof you need.

So to be clear do I SEND one email to David dunford and SAR together? Along with my concerns etc

Also I need a response sooner than 40days as I have only have 28days to appeal them.

2 entirely separate emails; 1 to David Dunford as per C-M suggests; and 1 as per my post.

    Didn't mean to confuse you.

The SAR request may come well before 28 days. It should not hold up any appeal. It is useful evidence regardless.

Maybe this response to a FoI will help:
How many departments exist in the DVLA at Swansea.

How many people work in each department.

What is the name of the departments and their function.

The department titles and the headcount in each are given below as at 30 November 2014.
    Directorate Headcount

    Casework And Enforcement Group 1586
    Commercial Directorate 105
    Customer Enquiry Group 1033
    Customer Focus Group 105
Digital Operations and Data Input 1959
    Financial Directorate 145
Human Resources and Estates Directorate 199
    Information Technology Directorate 326
    Output Services Group 146
Strategy Policy and Communications Directorate 222
    Grand Total 5826
