It will go to POPLA and you will win (and if you don't, so what, ignore NCP).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Did they acknowledge receipt of your appeal?

    What did that say?

It doesn't really matter what it said, they are free to ignore their own rules.
    This is an unregulated industry.

    Wait patiently.

Site: Ipswich Cox Lane Issue date: 03/11/2017

Further to your appeal received on 09/11/2017 regarding the above Parking Charge Notice.
Your appeal has been reviewed and has been considered in conjunction with the evidence gathered by our Automatic Number Plate Recognition cameras, which record your entry and exit times. Having considered the content of your letter we are prepared on this occasion to cancel this notice.
Please in future ensure you use the car park for the correct amount of time you paid for in order to ensure you do not receive any further Parking Charge Notices.
    Yours sincerely,
