You would be wise to pay the money and settle up. If the bike owner wants to he can report you to the police for Driving without due care and attention, and Failure to report an accident. Where have they failed to report?
As for due care, the police won't prosecute for a parking touch.0 -

Surely the police would decide if the OP was to be prosecuted for driving without due care and attention, and the bike owner is equally guilty of not reporting the accident.0 -

I will never want to get near to any motorbike again.
next time if the parking space is next to motorbike, I will just give up.
rather to have no parking than touch the motorbike.

To you 1k and hitting a bike may seem serious but to an insurer it's not serious at all. Small claim amount, nobody was injured and a clear cut case.
I had a similar incident when I first started driving and when I spoke to my insurance company we just laughed about it. No claims was lost but quote at renewal was lower.
Let your insurance company deal with it. You'd be surprised how common this type of incident is.0 -
If you can't afford to pay for the repair, GO THROUGH INSURANCE!!!0
