There are two dropout points. The first is when they have to pay the hearing fee (29th March) and the second is when they have to book a legal rep/rent a mouth which is 7 days before a hearing.

If they don't discontinue before, you must file your WS and your documents by 12 April (14 days before the hearing date).
Sometimes CEL don't discontinue until later, so you MUST be ready.
I think wait until the 29th March, crossing your fingers they don't pay the hearing fee. But if you hear nothing then get on with your WS.
In the meantime, to avoid a complete panic, spend the next two and a half months keeping abreast of this forum, reading threads and specifically CEL threads, so that when you come to draft your WS you understand everything better and are ready.
If you take AndySab's advice (which I fully endorse) you will start work on your WS sooner, so that there is no last minute panic.
