When is Free Cash from an ATM not Free?

When I try to use a Cardtronics/Bank Machine ATM at a Shell forecourt apparently. Admittedly this was using my US$ Visa Debit card, but despite a huge sign above the ATM saying "Free Cash Withdrawals" I was notified of a £1.99 fee if I chose to use their service. I declined.

Seems to be the way the world is heading sadly (see the other recent thread about Santander in Spain).

ATM networks cost a huge amount to set up and maintain. I suppose there are different ways of recovering these costs....

I wonder if this machine levies this charge on UK cards and whether the sign was wrong. Does seem strange that it levies a local charge based on the type of card - though I have seen that before.
