 I'm a low user and found myself in a similar situation to the OP when Talkmobile decided to close their PAYG network.
 Coverage on EE and 3 were more or less non-existent locally, so I went to O2 Classic PAYG. This seems to provide very similar coverage to Vodafone (which Talkmobile used) and the 5p everything rate certainly suits my low useage.0

            The Phone Coop Pay As You Use is a post-pay service. There is a standing charge of £2 per month. Calls are 7p per minute, billed per second (not per whole minute). The minimum call charge is 1.2p (1p ex. VAT). There is no requirement to make calls to keep it active. Texts are 7p. Data is available charged 7.2p per MB or as an add-on bundle. Call divert is available.0

            Given that the OP was looking for a PAYG tariff and only spending £20pa, the product you are recommending is increasing the spend for just the standing charge alone, before even making a call.0

            In response to the two comments following my post, I would make two points.
 The OP did indeed say she was looking for a PAYG tariff. However, the offering I have put forward is one that is not your usual post-pay service, and therefore one which many may not be aware exist !!!8211; which is why they may assume that PAYG would be best for such low usage, without consideration to post-pay.
 The service would, of course, be more expensive. It would, however, not be a King's ransom. The question is whether the advantages outweigh the additional expense.
 What I would say is that some may value such a service, where there is no 'topping up' in advance in order to provide telephone service at some unknown times in the future. There is no possibility that the telephone will not work because it has run out of credit. It can be used as and when, to any lesser or greater degree. It will not drop out of service (thereby loosing the number and forfeiting credit) because one has forgotten to make or receive a call in an allotted time period, as associated with a PAYG service.
 It is up to anyone reading this whether they would prefer such plus points, even if that may cost more.
 If the title of this website is the first and foremost importance !!!8211; under all circumstances !!!8211; then obviously it would be outrageous to suggest to anyone spending £20 per annum on PAYG that they might like to consider The Phone Coop's Pay As You Use tariff.0

 Although Three state on their website that your credit never expires, there is a little asterisk next to it that says "Call, text or use some data at least once every 6 months to keep active."0
