I put mine in the the paper recycling.

Then there would be questions of why are you wasting a DL envelope. The extra time in folding and checking would probably be more costly than the extra cost of a larger envelope.
It may also be that some panelists like to use the large envelopes to hold a week's posting schedule and items to mail together (obviously not the cubes!). That's not my system as I use a concertina file.1 -

Any way, we don't know the actual pack assembly process but the more human handling comes into it, the more costly it will be.0 -
Or they could print 'don't forget to check the bag for any stamps you are due' either on the paperwork or spare label maybe?
