I just recycle my white envelopes too. I did keep a load for a while but they were too tatty to use for anything.
They're another thing I don't understand about the set up. Like all the labels that get wasted surely maulings don't need to be sent in an envelope and a plastic bag?

I gave a load of the less battered ones as a freebie to the person I sold some of my stamps to.

I believe the reason they use the white envelope is that before they did so people would say they hadn't received the books of stamps because they hadn't seen them lurking in the darkness of the plastic outer.  This way people do find the stamps more easily.

If the envelopes aren't really crumpled, I pass them to a charity.
If they are too crumpled for that, I use them myself in my filing system.

If that is the reason, why don't they use a smaller more useful sized envelope just for the stamps?

I'm not one of their employees and can only guess.

Having a smaller envelope wouldn't be useful for also keeping other items together as they, eg posting schedule, would have to be folded or would simply be too bulky for a smaller envelope.  Then there would be questions of why are you wasting a DL envelope.  The extra time in folding and checking would probably be more costly than the extra cost of a larger envelope.

It may also be that some panelists like to use the large envelopes to hold a week's posting schedule and items to mail together (obviously not the cubes!).  That's not my system as I use a concertina file.

I was suggesting only the reward stamps in the small envelope like they use to use for APL reimbursement. The envelope and the rest of the posting pack could be placed in the plastic mailing bag.

I do not waste my DL envelopes nor anything else I receive as part of the survey I make a point of either making use of the resources or passing them on to others who will.

I could see that you were suggesting they could use an envelope just for the stamps.  That would be more wasteful than what they do now, using a C4 envelope to keep a lot of the bits and pieces together.

Any way, we don't know the actual pack assembly process but the more human handling comes into it, the more costly it will be.

Or they could print 'don't forget to check the bag for any stamps you are due' either on the paperwork or spare label maybe?

    Meh, who knows
