    Hi

    You have to write by post which is what i did last time. What i didnt do was get it sent recorded delviery! I will this one!

    I will send the letter tomorrow recorded delivery in his name.

    With all correspondence, I have never stated anything other than the fact he had received these notifications, I never once mentioned about who or who was not driving.

    I will write the letter now and get it sent in the post recorded delivery tomorrow.

    Don't use recorded delivery as they can refuse to sign for them and then show they were not served.
    Instead, get free "proof of posting" from the Post Office as they are then deemed served 2 days later.

    Not recorded delivery - they can refuse to accept them, but instead you get FREE proof of posting simply by going to the PO and asking for proof of posting (as in the courts, proof of posting is considered proof of delivery).

    The PCN letters are dated 23rd June. Sorry, just checked the date of the initial letter he sent, it was dated 26th June and refers to 'reciving the letters today' so it was 26th he received them.

    All the letter said was as follows:

    'I write regarding the above sixteen parking charge notices, I wish to appeal these based on the comments below.
    Firstly, I would like to question why I have received 16 letters from you all dated 23rd June when the claimed parking charge notices are said to be issued from Jan-May. I would have expected to receive letters as soon as the 28 day payment period expired from the date of issue.
    Secondly, there are two notices, 19860293 and 20300293 which are claimed to be issued before 8am. The parking enforcement notice suggests enforcement commences at 8am so therefore these two notices should not stand.
    I wish to appeal on the above grounds. The driver is not being disclosed at this stage.

    I would very much appreciate it if you can reconsider these notices on the condition that no written correspondence has been received at the registered keepers address until today despite these notices being issued from January'

    It was sent normal post - error I know! I cannot see an email address anywhere. So should I said letter recorded delivery?

    No, ask the Post Office you send them from for proof of POSTING. Essentially it is a receipt that says you posted something. Proof of delivery isn't free.

    Not only that, who would send an urgent Recorded 'signed for' letter on a FRIDAY to a company? Absolutely not, of course, no-one will sign for it until the following week, if they ever bother.

    Get a free 'certificate of posting' receipt from the PO Counter and keep it.

    UPDATE:

    I sent the Subject Access Request to DVLA by email. They have responded saying the vehicle is not registered in my sons name. We brought the vehicle last year, the slip was sent off so unsure hwat has happened.

    What this will mean is that DVLA would not have supplied my sons details. All I can think is that they have either got his details via another source, or they wrote to the previous owner (who must still be showing as the registered keeper) and they have responded explaining they sold the car and provided my sons details.

    Any thoughts???

    The advice about appealing/following up the appeal as I advised, has not changed. Do that today.

    Do not say who was driving and the keeper cannot be liable because no NTKs were served in time (the reason why, is not relevant, the law is the law).

    have you got the V5 there? , perhaps there is/was some confusion with the DVLA , becaiuse you wrote and possably used a different address?
