Firsty, can I say a BIG thank you to all of you who have contributed to this topic. It has really helped me understand some of the processes and course of action I should be taking (or not!).
I followed the exact guidance on the sticky thread and wrote to Premier Parking Solutions as the Keeper which is why I am surprised to have received the following reply which appears to assume that I am the driver.
Further to your emails received, regarding the above PCN.
Please know that the deadline to appeal this PCN has expired. An appeal should be made within 21 days of the date of the contravention. As we received no appeal during that period, the option of appeal is no longer available.
To clarify, your vehicle was found to have parked on site whilst displaying an photocopied permit. Photocopies of the permits are not valid, therefore a PCN was issued.
Please find attached photographic evidence to show this, as requested
I can confirm the charge was issued correctly and is now payable. Please arrange for payment to reach us within 14 days, payment can be made by Credit/Debit Card (via our website), Cheque, Postal Order or Bank Transfer – sort code 30 84 67, account number 29738668. (Please add your PCN number when paying by BACs.) Alternatively, you can leave a message with the office (0845 862 1034) and a member of our payment team will give you a call back to take payment over the telephone.
Failure to make payment could render you liable to further action, which may incur additional costs.

They also haven't answered three out of the five questions I asked which doesn't come entirely as a surprise.
I assume it's now just a case of waiting for the threatening letters right?

I believe the driver was staying at an Airbnb apartment and this was issued by the landlord.0 -

Premier Parking Solutions are in the IPC so yep, collect the threatograms. Come back if they try court, unlikely:

Should they not state the amount if paid within 14 days? Also, that notice looks well over six feet off the ground, and the lettering a tad small. They are on very dodgy ground saying photographs of permits are not valid.
If they are claiming that this is a contractual charge, then v.a.t. may be applicable, does their invoice mention vat?
If they are referencing Elliott v Loake they are again on very dodgy ground.You never know how far you can go until you go too far.0 -

If that's your car, it isn't parked in the bay that has that PPS sign.
That bay seems to say 'NO PARKING - privately owned bay' (I think) so there is no offer of paying £100 in that space. No contract, nothing about permits, no consideration flowing between the driver and PPS, just a prohibition on parking on a simple sign. Are you sure the landlord does not in fact OWN that space, or lease it, and so it shouldn't be ''policed'' by scum ex-clampers? Bays could differ.
But that's all for a court hearing if the dispute goes to a claim. No action needed until then.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
