Much smaller scale, but I've helped on 3 cases concerning the Admiral staff car park in Swansea. The staff do pay for their permits (£50 pcm). The Admiral contract does say spaces can't be guaranteed, but the expectation is clearly that enough spaces are available (and all the tickets related to permits falling off the windscreen, not to parking out of the lines).
In all three cases I wrote LBCs to Admiral and they got the proceedings withdrawn.
There might be a similar thing to be done here. Suing the trust for recovery of losses - although that WOULDN'T apply to an unreasonable costs order because the NHS trust can't be responsible for unreasonable behaviour by a lay rep.Although a practising Solicitor, my posts here are NOT legal advice, but are personal opinion based on limited facts provided anonymously by forum users. If understand what I've read, it's seemingly where a defendant accepts liability and the court disposal case is to assess costs.

26/10. Over a third of cases are 'set-asides' - pretty appalling situation.

Clerkenwell Court very busy today with 9 cases.
That court is always overbooked, not just with parking cases. Even the staff who work there call it 'Clerkenhell'.
If your case is listed for 10:00am, you might, if you're lucky, get into court by 12:00.
If it's listed for 12:00, no chance, the Usher will tell everyone to go away and come back after lunch at 2:00pm.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.0 -

CPR Practice Direction 26:
5.1 Part of the court’s duty of active case management is the summary disposal of issues which do not need full investigation and trial (rule 1.4(2)(c)),
5.2 The court’s powers to make orders to dispose of issues in that way include:
(a) under rule 3.4, striking out a statement of case, or part of a statement of case, and
(b) under Part 24, giving summary judgment where a claimant or a defendant has no reasonable prospect of success.
