can the situation be appealed , this time stating in witness statements that there are over 100,000 tickets floating about ?
there are plenty of other hospitals that are short of staff, a mass resignation of staff going elsewhere may make people at the top take notice.
Be interesting to see if there is any reaction from the Welsh government, and n or nursing unions over this.
Was it 9,000+ permits issued for 1,000 something spaces? From the Plain Language Commission:

No idea really, it was an odd comment by the person who made it. Yours might have been removed for naming someone who is named after a Country.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They can always go on strike, bring the hospital to a close. Front pages, Sky News, crowd funding, nurses in uniform on picket lines, burning their bras, questions on QT, get Jezza to lead a march, I am sure the public would sympathise.
seems they are already leaving

more will follow in his steps
people work in the NHS to help people , not to be taken to court for £800 "fines" for parking at work , as the guy says , less stressful life as a salesman !Save a Rachael

I wonder if the staff had to pay for these permits?
If so then it's a lucrative money maker for the hospital, and should raise questions that the staff are being offered something with no chance of success.
An foi to the hospital could bring up a few interesting answers. From the Plain Language Commission:

permit (authority) to park but as in many council residential situations "we cannot guarantee a space"Save a Rachael

I fear that the Trust may have bitten off a lot more than it can chew here. I expect to see a climb down in the near future. tYou never know how far you can go until you go too far.0

although can not guarantee a space would normally mean you have a reasonable chance of finding a space, selling more 8,000 permits or so more than can be honoured is pushing reasonable behaviour far beyond normal expectations, and could/should come back to bite the trust hard.
once a certain threshold had been reached, the trust should have started a waiting list for permits, and stopped issuing them like confetti. From the Plain Language Commission:

agreed , and over 7640 should ask for refunds in the morning , I think repercussions will happen , I am suprised in that the union was not involved (or more involved) and secondly in this TESTcase that both affects thousands of people and a LOT of money , why only a ley rep was used , with the amount at stake a very quick wander around with a bottle could have resulted in qualified person representing themSave a Rachael

It has all the hallmarks of a sleepwalk case, where those who may have beeen able to shine a light on it may not have been fully aware.
A poster on the prankster blog has said thisI would consider action against the Trust for issuing permits knowingly above the facility to honour the use of them.

One of the issues is the Government will not step in until something gives somewhere that in turn causes outrage, such as a PPC going after someone with mental health issues, or any other issues that results in loss of life.
wheres your report Mrs May?From the Plain Language Commission:
