That's difficult to answer because you haven't yet told us about the access arrangements to this block of flats.

For example, if it is a house converted into two flats and you live in (say) flat 2, then if the delivery guy rings the bell for flat 2 and someone answers and signs for the delivery then the carrier's responsibility, and that of the seller in this respect, is at an end.

    P.s. what's a 'flat palace'?
i live in a flat complex, there are 6 apartments, anyone can enter as the front and back door are always open.

on Amazon.co.uk the Samsung Galaxy S8 is £549.62

    from mercate group on amazon.com
    https://www.amazon.com/Samsung-Galaxy-64GB-Unlocked-Phone/dp/B06Y137TLR/ $727 (£564)

    currently on Amazon.co.uk
    https://www.amazon.co.uk/Samsung-S8-UK-SIM-Free-Smartphone/dp/B06XYMCMHD £615
    https://www.amazon.co.uk/Samsung-Galaxy-SM-G950F-Arctic-Silver/dp/B06XWB84Q7 £551
    https://www.amazon.co.uk/Samsung-G950-Galaxy-midnight-black/dp/B06XWN7VCQ/ £547

The think with import taxes etc. is if the container your item is in gets stopped and checked at the UK port then every item in that container will get hit with duty etc.
If you are lucky enough that your container gets through without being checked then you wont get hit with taxes etc.
This is a risk with purchasing anything from overseas buyers

Not so... The declaration on every item is checked and the appropriate taxes collected per the declaration. A subset of items will be thoroughly inspected to verify the contents and declaration. You only get away without paying if you're under the threshold for duty and VAT or the item has been falsely declared and avoids inspection.

In this case Fedex will have paid the duty and VAT unless the item was falsely declared, which is possible but not likely given it's a high value item that needed to be insured accordingly.
  • It makes no sense at all to buy a phone from the US, especially with the poor exchange rate. As everyone has pointed out, it's a lot cheaper here and even the most cursory of Google checks would have shown that.

If this story is true (doubtful), sounds like the OP ordered from the US hoping they could claim the phone was "lost" and therefore not have to pay the seller. With them being overseas, it would be hard/impossible for them to pursue.

FedEX are rigorous with their tracking and signed for items - I know that use GPS tracking to show they were at the property too. I doubt they would have delivered without payment of duty up front either. I've bought a couple of guitars from the US for similar money to the phone and always had to pay first.

And they never counted on the seller using FEDEX who will have the parcel from the time of collection to the delivery and not like some where they will change couriers on entering the UK, so cant be tracked

It depends on the courier, the big ones will pay the duty on your behalf then invoice for it after delivery, FedEx definately work this way.

We see plenty of posts on here from people who bought a cheap item from the US then receive an invoice for about the same price they paid...
