To be fair, I don't think that you'll get anywhere with this poll.
The problem isn't that mobile operators need to include 08 numbers in their inclusive minutes. The fact that they did in the past is a gesture of goodwill. Similarly, there is no reason why they should include 09 numbers just so that we can vote on channels such as X-factor for free.
These are money generating numbers.
The problem is that companies want to give out 08 numbers to generate cash revenue. Part of this problem has neen that companies want a national presence and so don't want to give out a geographical number. This is addressed with 03 numbers at some point.
However, the problem is really to do with the companies and it's not the network operator that has to carry the expense of paying for 08 numbers.
