I understand the laffers curve. Your point is well taken but the tax take in a Britain is lower than France. Are you saying both personal and company tax in the U.K. Is so high that tax avoidance is endemic?

When a government takes 36% of GDP of one of the planet's richest nations as tax and spends all of it plus copious borrowing on top we should be expecting excellence. Fairly good or not bad isn't good enough.
We do have excellence we just dont want to call it that
That share of GDP the government spends/borrows is not the important metric, the important metric is how much goods and services we can buy (or get for 'free' from the government) with a typical uk income.
By that metric we are near the top of the tables especially when you exclude the 'lucky' countries which have high gdp/capita due to high natural resources/capita places like norway/qatar/kuwait etc0
