I've had my green food waste bin lost a number of times now. I live in the town centre, so often you get !!!!!!s just kicking things about after coming from pubs down the road and goodness knows where the bin lands up at.
It was the council's prerogative to force people to recycle, therefore it's their obligation to provide the means to do so. An obvious thing to happen. You can put a white marker on it all you want, but when you have !!!!! kicking it across street, it's a little difficult to keep track of!!!
