Contact the council and explain that it was not returned after being put out for emptying. They will normally replace it, it is if *you* have damaged it or want extras that they normally make you pay,.
When you get it, put numbers on it.
If the council do say that you have to pay then you may have to do so, but I would be surprised if they charge you if this is the first time it has happened.

You have my sympathy my next door neighbour stole my blue bin and then made sure I could see it in her back garden. What sort of mentality does this? A complete and utter idiot and childish too boot. She just wants to have what I have.
I contacted the local authority and the police and no one was interested.
Shes now started to mess with the neighbour on the other side of her
Shes so thick that she doesn't even know that I know its her.
I told the neighbour that I know who it is - its so obvious but even though I more or less told her she still denies it - I think she doesn't want her illusions shattering. She is showing signs of becoming paranoid like I did - now I don't instead I laugh at her now because every time she does it she thinks I don't know its her.
Fortunately I didn't have to pay to replace my blue bin.
I think people who do this ought to take a good look at themselves - they obviously never got out of the playground.
But in the meantime I have studied her and she is devoid of empathy - there a lot of aspergers syndrome around - but people with aspergers would never do this - so all I can conclude from this is that she has dementia
Sadly having a number on your bin will not make difference - if someone wants to take it they will.

I was however surprised that the OP said it never occurred to them to put a number on the bin. I just thought that this was standard, not to deter stealing but just so you know which bin is yours. Maybe this varies by region? I have never seen a bin without a number on it!0 -

Why would someone want to purchase a bin which is the council's property and provided by them?, Recycling has been forced upon us; not everyone wanted to do this recycling thing but are forced to do so.
I've had my green food waste bin lost a number of times now. I live in the town centre, so often you get !!!!!!s just kicking things about after coming from pubs down the road and goodness knows where the bin lands up at.
It was the council's prerogative to force people to recycle, therefore it's their obligation to provide the means to do so. An obvious thing to happen. You can put a white marker on it all you want, but when you have !!!!! kicking it across street, it's a little difficult to keep track of!!!0 -
