Phone your council and see if they've reported any extra bins. Had the same thing happen myself and didn't realise that sometimes the bins get stuck in the lorry and taken back to the depot, they apparently check for extras and will deliver you a new one if they found extras. And definitely add your number, sharpish!0

Oh, and if the council say no, put an appeal out on your local Facebook residents & buy/sell groups, I was offered 2 bins when I posted (but didn't need them in the end since the council replaced them). You can also buy the bins online, might be cheaper than direct from the council.0

I would print some flyers with a photo of your bin on them and tie them onto nearby lamp posts:
"MISSING. One black bin. No distinguishing marks. Last seen on (date). Answers to name of (suitable bin name). If found, please return to Number X."

Paint your house number in 2ft high bright green paint on all 4 sides and lid , they will be the most ugly bins on the street and nobody will want to steal them again . That's what I did after mine went missing .0

I'm sorry that your bin has been stolen - it's extremely aggravating (I've had my garden waste bags pinched in the past and had to replace them myself) - but I'm puzzled as to why shouldn't you replace the bin yourselves? If someone has stolen your car - do you not have to replace that yourselves?
Because its not OPs property has has been stolen, its the councils.
It not might be the case in your area, but I know somebody who had their bin stolen. Council agreed to replace it as long as they reported it to the police and obtained a crime reference number.

We used to have one which had wheels and it used to get regularly stolen by students and idiots who thought it would be fun to ride it down the street. We wouldn't pay to replace it, but the council either retrieved it or provided new ones. The alternative would have been to have bin bags strewn across the street and gulls pecking at the rubbish.
I would get in touch with your council, and ask about better bin security. If you replace it, what's to say the new one won't get stolen, too.It is not because things are difficult that we dare not venture
