    Ha thank you all again. I love the attitude of people on here.
    I think the worry must come from watching too much Can't Pay, We'll Take It Away!
    I will draft an email to PALS today, but put it on here for someone to rip to shreds first.

    Exactly, that awful programme, and the self important bullying Muppets that appear on it must be a Godsend to equally lowlife PPC's and debt collector bottom feeders.

    Hi. 1st draft below.

    Should I add pay and display numbers? Times? Photocopy? PCN number? Any thing else? Worried about giving too much info.

    I intend sending to relevant PALS. Should I copy in anyone else such as hospital manager?

    Basically, I'll be thankful for any help and feedback.

    I would like to make a complaint about a PCN left on my vehicle while attending an appointment for my child at the hospital on 18/4/17.

    Firstly, I believe the current private parking system run by Civil Enforcement Ltd is a harassment to patients, visitors and no doubt staff. The system does not solve any of the problems such as overcapacity. The car parks have always been full whenever I've visited.

    On this visit, as has been the case with all others, there were no available spaces near the Child Centre for visitors. In the main car park, cars were parked in non existent spaces. Other cars were pulled over with drivers either waiting outside having given up on finding a space or waiting for an available space. When you have an appointment this is not a realistic expectation.

    As I said, the current system does nothing to help this. Issuing charges and threats of an increase in costs if not paid quickly, does however add worry to people who are usually already in stressful situations, while visiting a hospital.

    The ticket was issued as the vehicle was apparently in an incorrect zone. If this is the case it was accidental, it was thought the car had been moved out of an area for permit holders strayed into. A sign seemed to suggest this area had been exited.

    It was parked with a valid paid for ticket which was displayed. I still have the ticket and can send you a copy.

    I would like you to process the cancellation of this completely over the top fine please.

    I look forward to a quick reply and conclusion to this.

    Surely you mean 'under-capacity' (of available parking space)?

    those programs usually show cases AFTER they have been to court , and the claimant won , plus the defendant has failed to pay the judgment promptly ; neither scenario has happened to you as yet

    those bailiffs normally have a court claim , with claim number, and in many cases where its been escalated to the High Court and a writ issued due to non-payment of the judgment within 28 days or so

    its important to know the details or rules when you watch something, so that you also get the context and know the facts

    now if you had lost in court and DCBL were pursuing you with a court claim in their hands (or a HIGH COURT WRIT) , matters would be much different and so would any advice given

    Don't say ''I can send you if you want it'' instead send a scan or copy of the P&D ticket with the complaint to PALS and yes, copy in the Facilities Manager or other Managers emails.

    And be more assertive and point out how this penalty regime pays no regard to Government policy:

This contradicts Government policy on NHS parking, nobody could call these additional charges "reasonable".

    A 'pay on exit' system, also advised in Government policy, or barriers separating staff/permit holder zones would prevent this. Instead, this system is set up allowing the opportunity to give out substantial additional fines/charges for minor errors. "Contracts should not be let on any basis that incentivises additional charges." - quote also from Government NHS parking principles

    I would like you to process the cancellation of this completely over the top fine please.!

    spelling mistakes

    ie:- its ATTACHED

    and its not a "fine" although for now it may be an idea to leave that in because it is perceived to be one by most people

    and yes it is more assertive , but what you want from it should be clearer, as in AS SOON AS POSSIBLE , or give them a timeframe like CANCELLED WITHIN 7 DAYS or whatever

    and yes add the PCN number to the complaint , so they dont have any comebacks at you that cause further delays , also adding your contact details as keeper (or the keepers contact details if it was a postal pcn)
