Hospital Civil Enforcement Ltd PCN

Hi. Apologies for starting a new thread on an old subject. I have had a good read (Newbies section in particular) but don't want to make a mistake as I want to do whatever I can to avoid giving this mob any money.
Try to keep it short...
Accidentally parked car in staff/permit area of hospital car park (it wasn't the registered keeper). I would argue signage was ambiguous.
Bought and displayed ticket.
I read that I should complain to hospital first off, but also to avoid giving anyone info on who was driving. If I send hospital an email should I avoid that info (just I'm not happy blah blah my car was parked with best intentions...) or should I be doing something else?
It was 4 days ago, 18th April... £35 within 14 days, £70 within 28 days.
Am I going to have to give them something???
Definitely willing to let 14 days pass if I need time.

Always best to avoid naming the driver, even to PALS. There's no reason not to say things like 'My car was parked' rather than 'I was parked'.
PALS is your best bet to get this urgently and permanently kicked into the long grass. Concentrate on them for the moment.
Was this a windscreen notice? Issued by which PPC?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Guessing it's the issuing company, which is Civil Enforcement Ltd.
Yes it was a windscreen notice. (Just noticed on the ticket it says "PCN issued by: go")

Also, I'm unsure the actual keeper would be as willing as me to keep going with this if they are likely to receive bailiff letters etc and having to pay £hundreds in the end, so any advice in that regard would be helpful.0

Hysteria I'm afraid! Bailiff letters only come after losing a court case and you refuse to pay what the judge has ordered by the due date and the claimant applies for recovery. Small claims court case costs are dramatically capped. Lose and you'd pay no more than about £200 (which includes the cost of the original parking ticket). There are no 'spiralling' legal costs.
But you're nowhere near getting there - in fact follow our advice and you'll be paying £zero.
Get in touch with PALS and press hard there. In parallel, read the NEWBIES FAQ sticky, post #1 only at this stage which will advise you to appeal to CEL around day 26 (if you've had no success with PALS) using a pre-prepared template. CEL often give up at this stage.
The next stage, if no cancellation, will be POPLA - and CEL almost always give up when faced with a forum POPLA appeal - again ready made templates available to mix and match in the sticky, post #3 - but that's for another day.

Extract from soemthing i've just posted on another threadbeat advice, read the NHS parking principles here https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles especially the piece that states the hospital is responsible, and contact the PALs department.
Also you may want to see if they are in breach of this section

Just looked up the contact details, the parking complaints procedure they describe basically says don't contact us! (I will anyway.) Give CEL your money or address.
Parking Enforcement
For effective parking management and the safe movement of vehicles around our sites, a parking enforcement process is required.! This uses the issue of parking charge notices and this service is provided by Civil Enforcement Ltd on behalf of the Trust.
All contact regarding any notice, including payments and appeals should be with the company concerned, Civil Enforcement Ltd (please see details below).! They have all the information relating to each parking charge notice, including why it was issued and also photographs taken at the time showing the vehicle and signage etc.! You should always quote the parking charge notice number, registration and issue date on any correspondence with them.

By Post - Send a cheque made payable to Civil Enforcement Ltd to:

To appeal a notice issued
Full details of the appeals process and Frequently asked questions (FAQ’s) are on their website!
Appeals should be sent, ideally in writing, within 28 days of receiving your Parking Charge Notice, quoting the PCN number and providing a return address.
The address to send your appeal to is printed on the Parking Charge Notice.
A response to your appeal will be sent within 14 days of receiving it, but only if you supply a return address.

Never ever phone a parking company, if you contact the hospital don't be surprised if they fob you off ace day it's nothing to do with them as you need to contact the parking company. That's where the NHS partying principles can be usedFrom the Plain Language Commission:

The actual keeper should see this cancelled within a couple of weeks - CEL do not like the standard appeal from the NEWBIES thread! Honestly, this works. If CEL reject the appeal, the keeper wins at POPLA anyway but it's not normally needed with CEL. Very easy to blow over with one little puff of smoke from a keeper.
It is VITAL not to appeal as driver if you want this to be cancelled early.
The keeper will not pay a penny, will get no bailiff letters (not possible pre-court?!) nor even debt collector letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
