I'm afraid this sounds more normal than excessive. Headphones or loud music are OK.

I am not sure about the jumping on their parents car That doesn't sound like normal behaviour to me not least because I think most people would not want their children to be jumping on the bonnet of their car in case they damaged the car.
It sounds as if the parents are not very interested in their children. If that is the case there isn't anything you can do that would make them interested.0 -
It's frustrating but nothing much you can do. In an ideal world, their parents would tell them to keep the noise down and play quietly, and they wouldn't be out all day long because they would be indoors helping our with chores, but it's not an ideal world but one where parents want many kids but don't want to deal with them and expect others to endure them instead.
I feel for you as you feel so powerless but realistically, what can you do? Going to speak to them or the parents won't make a bit of difference at best or will become the start of them making it a game to annoy you.0 -

I have the same thing and for me it is council tenants in the "social" part of our little community as someone above suggested. I feel for you. These kids are the same as those you describe by the sounds of it except that they do actually cause property damage. I've learnt to live with it to an extent but when I think they're going to damage property (like when they're continually kicking a football against my wall - could smash a window) I call the non-emergency police. The police have said they'd much rather I did that than wait for a window to be smashed, for those who may wish to complain about my use of public resources. Not sure if that helps, OP?
And above re "those kinds of people" - I read it as the kinds of people who pay no attention to their kids and let them run riot. The mother of the kids at my place is one of "those kinds of people" - screaming swear words in the street at this week's boyfriend, speeding round the roads with the kids on the roof of her car etc. I didn't think the reference was to everybody in the UK on benefits.0 -
