 There are many things such as skeleton keys, lock picks and the keys mentioned by phill99 that are all perfectly legal to buy and own in the UK.Christ I didnt even know things like that existed! that can't be legal surely????
 It's what you do with them (or intend to do) that may make their possession illegal.
 It's a bit like laser jammers that some people have fitted to their cars.
 Again, there is nothing illegal about buying one or fitting it to your car. It's only when you turn it on knowing that it may block a laser speed detector that an offence occurs.0
