I doubt he'll get a freebee on the tyres. More likely he gets points and a fine for one tyre and the others taken into account, plus whatever for the insurance.
If he's convicted of no insurance and it was comitted at the same time as the tyres he won't get any points for the tyres.
So yes he will get a freebee.0 -

More likely he gets points and a fine for one tyre and the others taken into account, plus whatever for the insurance.4 Where a person is convicted... of two or more offences committed on the same occasion and involving obligatory endorsement, the total number of penalty points to be attributed to them is the number or highest number that would be attributed on a conviction of one of them...
ie if you commit more than one offence on the same occasion, you usually only get points for the most serious one.
The following clause gives the court the power to disregard this principle and impose points for each offence if it sees fit, so in theory it's possible to get points for both the insurance and the tyres - but in practice this power is rarely used.0 -

Yes, according to the good people at pepipoo, you get all the fines for all the offences, but only the points penalty for the most serious. They may well go for the higher end of the scale for no insurance since they may see the bald tyres as aggravating circumstances.0 -

What's your thinking behind that as sentencing guidelines say.
Factors indicating higher culpability
1. Never passed test
2. Gave false details
3. Driving LGV, HGV, PSV etc
4. Driving for hire or reward where insurance was in existence
5. Evidence of sustained uninsured use
Factor indicating greater degree of harm
1. Involved in accident
2. Accident resulting in injury
Consider disqualification of 6 – 12 months if evidence of sustained uninsured use and/or involvement in accident0
