Elite and DC chasing ticket from 2014

Hi guys,

First post, I am very confused where I stand with my current situation. I am the registered keeper of a vehicle and received a fake-PCN from Elite Midlands back in 2014 for my vehicle being parked outside my office. I chose to ignore as I did not feel this was legible, the charge went from Elite to ZZPS then onto Wright Hassall then went quiet and no further action was taken.

I then got a charge from ParkingEye a couple of months ago for an overstay at a service station, I didn't want to pay this but noticed them looking to take more people to court and I honestly felt I was in the wrong so I paid out.

Could this have re-activated any past PCN?

All of a sudden TNC Parking are chasing and have sent out a 'NOTICE OF INTENTION TO ADVISE CLIENT TO ISSUE SUMMONS'. The deadline for this has passed, I do not intend to engage with the debt collector over this, this has crept back up from 3 years ago and is really annoying me.

I would continue to ignore but the letters currently are sent to my old address, I have them forwarded to my new address but this is only for a few more months.

I don't want to receive a LBC or anything taking me to court and not be able to respond and lose by default. I have read the threads and feel that the best option is to receive advice from you all as this case seems stand-alone in my eyes.

Please assist.

    So ignore TNC, this was always the plan.

    Should I advise the PPC of my new address so I dont miss any 'junk mail'?

    when did you move house?

    ok , re read , elite already accessed the DVLA database once (2014) and have now passed it to TNC , who have also accessed the DVLA or done a search for you
  • back in early 2014, unsure which came first, the move or the PCN
  • So where will that leave me? this is a charge that must be over 700 days old.

    Would I be able to receive a POPLA code for this and look to go down the usual route or is it too late for that?

    Also, in the same breath, could the landowners permission quash this charge?

    Please advise.

    the time to appeal , and to get a POPLa code was back in 2014.

    do you still have connections or access to your old address , as elite may just try for a default CCJ

    if you can contact the landowner and get them to drop the charge , do so , but the chances are that elite are not there now


    I will leave others to comment on contacting elite
  • I was at the address next door to where I received the PCN earlier in the week, an ex-colleague also has a PCN for something similar and is in the same boat as me.

    I have no access to my old address and will not receive any post after May/June I believe.

    So my options really are slim to non?

    The building has since been converted to accommodation so I believe that the landowner would have changed hands multiple times since 2014.

    then you need to contact ELITE (not TNC) , thank elite for the nice letter from TNC and state that you will not be paying it

    they wiil tell you to contact TNC , not them

    clearly tell elite that you have a new address for any further contact they wish to make

    and clearly mark the letter with the charge notice number they used , the date of the incident and the VRN plus the old address and the new address


    send this to the companies registered address

    Registered office address
    Harmony House
    34 High Street,
    Aldridge,
    Walsall,
    West Midlands,
    WS9 8LZ


    by first class post with free proof of delivery from within the post office , keep a copy on file and pin the proof of posting to it

    elite would be foolish to attempt a default CCJ at your old house after this


    TNC ,,,,,,,,,,,,,forget about them , buy a budgie , use junk mail on floor of budgie cage

    The only charge notice number I have record of is that given by TNC, I am unaware of the date of this too.

    As the ticket from Elite came around 3 years ago I would not have kept the original notice or numbers, etc.

    This was not provided by TNC either, they were only willing to provide my account number and TNC ref number too. Would this be sufficient to send to Elite?

    Also, have you seen any other instances of this (change of address) on the forum. If I am drafting a letter to Elite, it would be good to use some form of template.
