    As the line is only free for 12 of the 18 months, you will at least pay full price on the line for the remaining 6 months. I doubt that you can renegotiate after 12 months as you are committed to an 18 month minimum term. (This is like the case of people taking an offer for 10 months of 12 month term and finding they have no new deal until the 12 months are up, though they claim, with no proof, that the call centre person said they could renegotiate after just 10 months).
