Parking Ticket Help!

Hi all,
I'm looking for some advice, as the circumstances of the driver's parking ticket do not quite fit those of the given template.
The driver parked on a free car park, went to a restaurant for an hour, spent £60 (receipt available) and returned to a ticket on the driver's windscreen (£100, reduced to £60 if the driver pays up quickly). The driver realised at this point that there were hatched markings across where the driver had parked - the driver did not notice them when the driver parked as it was dark, the lines were faded and it didn't really make sense for the hatched markings to be there, as the driver was parked directly behind another car on the row in front, and adjacent to a car on the same row. I hope that makes sense, basically the car was not in a position to block any vehicles from driving past, you could have driven a tank through, so I don't really see how they claim to be losing any money.
This took place on 27/01/17, the keeper hasn't received any correspondence from the operator but they are part of the IAS, which I assume means they can get the keeper's details? Should the keeper appeal to them, or just he/she wait and see if they make contact first? If they do contact the keeper, what should he/she put into the appeal, as the template relating to ‘time of stay’ doesn’t really apply.

See the newbies faq thread near the top of the forum for advice on the futility of bothering with any IAS appeal after sending the initial appeal (which you can confidently expect to be rejected)0

Your case is no different to all the others we see here on a regular basis.
You should edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper who are two different people as far as anyone is concerned.
As above, send the IPC template as keeper. Copy and paste and send by whatever method it tells you to use on the PCN. Do not reveal who was driving. Do not edit the template otherwise you are likely to reveal who was driving.I married my cousin. the operator has to issue paperwork between days 29-25 , if you read the newbies thread it explains what actions to take and when to do it , go back and take photos in the same level of darkness , and photo of signage , from your car as parked , especially the bit that mentions hatched lines or bays (or is that bays with hatched lines?)0

Unfortunately the place it took place means it would cost nearly £60 in fuel to go there and back to take pictures. The driver should have had the good sense to do this at the time, of course, but didn't.0
