    No, no ticket was placed. I got a letter from the NPE a week later.
    It has an image of me getting back into the car


    Did a human being take this, or was it CCTV? If the former they are guilty of failing to mitigate their losses. If the latter, it is useless, surely.

    Dear {name of IPC member - only IPC members for this version!!!}

    Re PCN number:

    I am the keeper of the vehicle and am aware of your purported 'parking charge'. The driver will not be identified. I require the following information so that I can make an informed decision:

    1. Who is the party that contracted with your company?
    2. Is your charge based on damages for breach of contract? Answer yes or no.
    3. Please provide photos of the signs that you say were on site and which you contend formed a contract with the driver.
    4. Please provide all photographs taken of this vehicle.
    5. Please provide proof that the timing of any camera used was synchronised with all other cameras and/or systems & machines.

    Do not send debt collector letters and do not add any costs which would be a thinly-veiled attempt at 'double recovery'. I will not respond to debt collectors and to involve a third party would be a failure to mitigate your costs as well as deliberate and knowing misuse of my data.

    Should you obtain the registered keeper's data from the DVLA without reasonable cause (e.g. if you do not fully comply with the IPC Code of Practice in terms of signage at this site, for example) please take this as formal notice that I reserve the right to sue your company and the landowner/principal, for a sum not less than £250 for any Data Protection Act breach.

    For the avoidance of doubt, I do not give you consent to process data relating to me or this vehicle, whether you have already obtained it or not. I deny liability for any sum at all and you must consider this letter a Section 10 Notice under the DPA. You are required to respond within 21 days.

    Yep. NPE is an IPC outfit.

    Dear Richard Pennycook,

    OFFICIAL COMPLAINT ABOUT NPE, AS AGENTS FOR CO-OP
    We am forced to make an official complaint to you because the actions of your agent, NPE, are upsetting, intimidatory and will drive away genuine CO-OP customers in the long run. You can no doubt guess that we have received a letter purporting to mimic a 'parking ticket' from NPE - and yet we knew nothing about any issues at the time when we stopped off at CO-OP.

    Having been through a hard 12 hour day at work, travelled travelling home on a long commute We were hungry and exhausted - so decided to stop for a few items before continuing on my way home. We arrived at my local CO-OP, parked up in the dark car park, bought some food to eat while We rested and then got some cash out. It was heading into the late evening and the car park was empty so it really didn't cause any losses to you nor NPE and, importantly, there were no visible signs. We would suggest that they are unclear and/or not lit nor prominent enough to communicate any particular request or ruling about the car park.

    Being the CO-OP we had expected it would cater to the needs of families and be a welcome local place to be a patron of. However, out of the blue we have been sent this fake parking ticket for parking in a child bay whilst being unaccompanied by a child. Two issues arise with this, one - the car park was entirely empty and as stated before no loss was made to you nor the NPE and also, due the time of day this particular issue cannot be feasibly proven since it was taken on faded CCTV cameras not by an official county council parking warden. Now it would seem we are expected to have to explain these actions to a third party private company who had no dealings with myself, no contract with myself, and who are demanding a lot of money from myself - in my book this is totally unacceptable and goes directly against the idea of CO-OP being a family organisation.

    We are very upset and increasingly angry about this entire episode. After an extremely hard day at work, and being someone who values my local businesses as places we frequent after work, this has now left a nasty taste in the mouth. Our family is horrified that CO-OP can allow such a notorious firm to harass customers on your behalf.

    We have researched the matter and intend to escalate this issue further through the IPC, IAS and court if necessary. However, we are giving CO-OP the chance to quash the fake PCN once and for all because we feel you need to know that you and your agents are alienating genuine customers due to NPE's zero-tolerance policy.

    Well before renewing your contracts with NPE when the time comes, might Iwejust suggest you take time to read and digest the implications to other Retailers, Supermarkets & customers, and the picture painted of NPE’s aggressive business practices.

    Notwithstanding what NPE may well have to say on the matter, no doubt involving spin about their firm 'being members of the IPC' (in reality, merely trade body 'club membership' which enables them to buy registered keeper data and certainly does not 'regulate' their industry) We would also respectfully suggest that CO-OP should research the company you are associating with - in truth, NPE have a terrible online reputation and are now suing customers over minor 'infringements' without referral to their clients, like yourselves, who may still naively believe that their agenda is 'parking management'.

    We would also suggest researching the current debacle unfolding over the past period of time at Combs Ford CO-OP, which is currently littered with customer complaints about NPE who are actually suing Supermarket customers for 'transgressions' just like my own situation. CO-OP should consider themselves lucky that the most adverse publicity, now that CO-OP have become so litigious that we believe a very large number of local patrons have received illegitimate charges this past year. It seems that so many clients, blinded by the idea of 'parking management for free' have fallen for the spiel of a dominant company whose agenda is profit alone. It is not 'parking management' to have CCTV cameras on site and yet no management of spaces, no attendants and no checks made of disabled bays, for example. It's pure profiteering by your agent, routinely 'farming' car parks with no consideration for individual customer needs and circumstances.

    My view is that ostensibly free CCTV-led enforcement of parking spaces by a notorious and litigious third party firm using remote cameras at the entrance and exit, and a few unnoticeable signs, is completely incompatible with the customer service ethic of CO-OP.

    We would welcome your own view on this harassment and hope you see fit to ensure that NPE cancel the 'ticket' forthwith. My research about this matter has revealed that you have cancelled some of these tickets for genuine customers recently which has helped to restore my faith a little, albeit tempered with frustration that CO-OP are allowing such an aggressive agent to have free reign to intimidate customers for their own profit, at your (and your customers') own expense.

    Are you sure that NPE are agents of the Co-op and not acting for a landowner on a site to which the Co-op are tenants?
    Npe infesting a national retailers sites doesn't quite sound right to me
    this may require a little more digging, what do the signs say? sometimes burried away in the buullshyt it may say working on behalf of__________
