Always good to put a (young) face to a name!

John Gallagher is the POPLA Lead Adjudicator.

I can't find the contact details on the other post - does anyone have them to hand?

You could reset it by naming a driver, but there'd be no point, just let them take it to court where you can destroy them and claim costs.

Plus, you should look at making a claim against PE for breach of the DPA; since they misused your personal data by applying for it when not valid.

Remove any text where you're even implying who the driver is, as parking companies are often looking on here; it's suffice to note that the keeper wasn't the driver.

depends whose details you are after, the simplest way being to put their name (like DUNFORD) into the forum search box , like I did

    finding his was easy

    https://forums.moneysavingexpert.com/discussion/5590956

and for john gallagher , lead adjudicator at popla , use the popla email and make sure it says that it must go to john gallagher , the lead adjudicator , like this person did

    https://forums.moneysavingexpert.com/discussion/5535294

(where I put the search word GALLAGHER into the forums search box)

ie:- use the technology to find what you want

Just sent this to complaints at popla.co.uk

    Dear Mr Gallagher,

The handling of my case raises serious concerns over the impartiality, processes and competence of POPLA and these need to be addressed to maintain its reputation.

I have submitted clear evidence that the signs are currently covered up. If ParkingEye or yourselves would visit the site they could see this for themselves, alternatively you could contact the Health Centre directly and ask a member of staff to walk out to the car park and check!

The first image that i sent through as evidence you have disregarded because it was not date stamped. First, no where on your website does it state that photo's should be date stamped. Your website simply states "photographs (if you think the signage was inadequate)". I know there is no time stamp on the image but every digital photo does have a time stamp its called an EXIF file which shows when the image was taken, so your verdict is wrong! It does have a time stamp. The ParkingEye time stamp could have very easily been added at anytime yet you have taken this as gospel.

When i was able to view the ParkingEye evidence (which is clearly wrong and misleading), i went back to the surgery and took more photo's. To help with the pictures i included a copy of the Days newspaper to truly show the correct date. This is clear evidence that the signs are still incorrect, yet again you have rejected this because "POPLA is not able to accept additional evidence submitted at this late stage so I have not taken these into account when making my decision.", my question is why? Why can't i submitted evidence which clearly points out that the images supplied by ParkingEye are incorrect. You have allowed my to comment on the ParkingEye evidence but only if it's text. Why am i only allowed to reply with writing and not additional images?

This whole situation is madness and some simple common sense would conclude that the signage is wrong.

I look forward to hearing your response.
  • Just went to the car park again (I'm getting obsessed!) and the signs are still covered so I'm going to contact the local press today. Also tried out my new app which time stamps the images :)

  • I've also emailed the health centre asking them to cancel it as well..... Two emails over to:
    Neil Higginson, Practice Business Manager
    Sophia Walcot-Earle, Practice General Manager

We will see what they say!
