    went through to submit appeal

    just thought id check

    on page where it asks
Please explain your reasons for appealing against the parking ticket.
    i put

    * As registered keeper I wish to appeal this PCN. I was not the driver at the date/time of the alleged contravention and I am not liable for the parking charge notice on the grounds submitted in this appeal, backed up with the attached evidence.

    * The operator has not shown that the individual who it is pursuing is in fact the driver who may have been potentially liable for the charge.

PLEASE REFER TO THE ATTACHED PDF file name POPLA ref......... for full details and statement. along with evidence

then it asks type of document
options: conversation, email, letter, official document, photo, video, other
is it ok for me to select other?

what is the file: pdf document
how does it support your appeal

i put pdf file containing my statement, reasons , and evidence to support

    is this ok?

It only lets me upload 1 document
so i think i should just email the rest i.e the seperate pdfs of the individual document scans into info@popla with the ref number
i spoke to someone on the phone and they said as long as it was done on the same day, it was ok to do that

Yes that's all fine, although where it asks 'how does it support your appeal?' I normally write 'It IS my appeal'.

It doesn't only let you upload one document. You can upload one at a time.

Avoid that like the plague. Upload one document at a time.

are you "actually" expecting either to do anything?

posted earlier a comment from the DVLA , about how they are going to lower the time that debt collectors can access data , from , think it was a few yrs down to 6 mths , the DVLA know what is bloody happening , they know by who , TNC has cropped up several times in the last few mths , but if they admit that they incorrectly used v888/2 , then they are guilty of allowing it

    nothing will be done

    true, guilty by association

They wrote in the first letter they sent me about TNC that DVLA are working with BPA to lower the time span from 6 years to 6 months.

Too little too late i think, but scum like TNC will always find a loop hole to exploit knowing that the average motorist wont go to the extent of digging deeper.

Im just glad i came on here, if it wasnt for you guys pointing it out to me and advising me to request details from dvla, i wouldnt have known either

    so thanks!, much appreciated.
If my appeal is successful then i owe you guys a drink!

The DVLA have had a 6 month rule for PPC's where they get RK details without question/reasonable cause. Seems you've found a[nother] loophole in the rather hole ridden HMS DVLA. So it appears it will be 6 months for PPC's and 6 months for a data intermediary who supplies PPC's. At least until they find the next loophole.

Why not send the DVLA a Freedom of Information Request on the subject. Always worthwhile checking they are telling you the truth. And if not, they'll still have to cough up some information.

  • funny innit , POFa was brought in and allowed a max of 56 days (+1) to claim keeper liability

now knowing that only a fool would say "I was parked there guv" and we supposedly have 2 "indipendent" appeals settups which insist that they must prove who the driver was if they do not want to use POFa

why the hell are the DVLA allowing access past day 54 (+1) which is 56 days inc first class post

    further update

so despite raising a complaint with the ..what now appears to be corrupt BPA regarding their member TNC sending letters demanding payment whilst the case is at POPLA stage

today 28/02/18 i received another letter from TNC dated 23/02/17
it is titled NOTICE OF INTENTION TO ADVISE CLIENT TO ISSUE SUMMONS demanding i pay within 7 days.

Clearly the BPA dont give a damn. so who shall i raise my complaint to now about the practises of TNC.
