Ukpc parking fine - failed popla!! Help!

Hi, please can somebody help.
A UKPC parking fine was issued for parking in a bay at a property without having the permit displayed. The car was parked in the keepers designated bay. The permit was lost and a replacement was on its way however a ticket was issued.
An appeal was made and UKPC asked for evidence of the permit. A picture of the car with the permit in the background was sent however the photo was not very clear and the full permit could not be seen, but a zoomed in version clearly showed the permit number.
An appeal was made to POPLA and again the appeal was rejected! The keeper is now receiving letters saying I need to pay £100 or £160 if more than 2 weeks
Can someone please tell me if this needs to be paid because of the rejected popla?

they will threaten you with debt collectors , for 6 years, it might even go to court in that time
NO you do not have to pay one penny unless a judge says you owe the money
if you had come here for help earlier, we could have had you write a winning popla appeal, but its too late for that now
so its IGNORE the debt collectors for 6 years, come back if you get an LBC or an MCOL from Northampton0 -
In the meantime - contact the Management Agent and then the Freeholder to see if you can get it cancelled by whichever engaged UKPC.
I am currently having great success with the Freeholder.
Check your lease to see what it says about parking as well.
The amount of people getting PCNs in Residential Car Parks when simply parking in their own allocated bay (as their lease usually entitles them to) is utterly ludicrous. Its nothing short of a scandal.0 -

Thank you all for your help. The keeper was able to get hold of the lease agreement from the partner and this is what it states regarding parking:
CAR PARKING SPACE
* 19.1 !To park private vehicle(s) only at the Property/Premises.
* 19.2 !To park in the space allocated to the Property/Premises, if the Tenant is allocated a car parking space.
* 19.3 !To park in the garage or the driveway to the Property/Premises if applicable.
* 19.4 !To keep any garage, driveway, or parking space free of oil and to pay for the removal and cleaning of any spillage caused by a vehicle of the Tenant, his family, contractors or visitors.
* 19.5 !To remove all vehicles belonging to the Tenant, his family or visitors at the end of the Tenancy.
* 19.6 !Not to park any vehicle at the Property/Premises that is not in road worthy condition and fully taxed.
Should the keeper send this to UKPC to get them off their back?0 -
I'd be pressing on the Managing Agent. I doubt at this stage whether copying UKPC in on the lease will see them off. They will be buoyed by their POPLA win. Whatever did you put in your appeal to POPLA?

as above, you have a go at the MA , telling them to get it cancelled , if necessary issue an LBC to them as they are jointly liable along with UKPC

dont reveal your hand to UKPC yet, just have a go at the MA and keep records of all paperwork , emails and letters (keep copies , scan the tenancy agreement , take pics of the signs etc)0 -
PPCs have recently been losing these "own space" cases hand over fist. If they have obtained your details from the DVLA without due cause you can possible claim £250- £750 from them.

The keeper recently received another letter for the same case but on a different day. This letter now asks the keeper to submit another popla appeal.
Is there any point in the keeper doing this and tying the other claim in with it and actually doing it properly this time with the help of everyone on here?0 -
The keeper has contacted the managing agent and am currently waiting for a call back.0
