Anything saying "I parked ..." is a bit of a giveaway. The scammers read these fora and can identify the PCN from the date and location. They then take a screen grab where a poster has said something like I have just quoted and link the two.
You should only ever refer to, The Driver, and, The Keeper, who are two separate people as far as we are concerned.

Hi,
As recommended, I have recreated the POPLA appeal and made it significantly longer and with more points for appealing.
Please see the below for my draft POPLA appeal.
http://" "jmp.sh" "/H7t6EMh
(please remove the " ")
I will also include the following attachments for the appeal:
- Tenancy Agreement
- Multiple photos of signs
- Cases as referred to in appeal PDF
Should I raise the appeal in POPLA under the category "Other"?
Should I leave the boxes blank?
Do you feel that the attached draft is satisfactory to win or do I need to make further changes?
Thank you again.0 -
Hi,
I am going to submit the above POPLA appeal this evening.
Can anyone please check to see if everything looks okay?
I really appreciate the help.
Thank you.0 -
Hi,
Thank you all for your help. The keeper was able to get hold of the lease agreement from the partner and this is what it states regarding parking:
CAR PARKING SPACE
* 19.1 !To park private vehicle(s) only at the Property/Premises.
* 19.2 !To park in the space allocated to the Property/Premises, if the Tenant is allocated a car parking space.
* 19.3 !To park in the garage or the driveway to the Property/Premises if applicable.
* 19.4 !To keep any garage, driveway, or parking space free of oil and to pay for the removal and cleaning of any spillage caused by a vehicle of the Tenant, his family, contractors or visitors.
* 19.5 !To remove all vehicles belonging to the Tenant, his family or visitors at the end of the Tenancy.
* 19.6 !Not to park any vehicle at the Property/Premises that is not in road worthy condition and fully taxed.
Should the keeper send this to UKPC to get them off their back?
Is this the lease between landowner and leaseholder or between leaseholder/agent and you. I ask because you refer to yourself as tenant and I am assuming that you are renting from a leasholder/landlord.0 -
Hi,
It is from the tenancy agreement between the tenant and the landlord/estate agent.
Thanks0 -
Ah, It is the landowner/leaseholder lease that is the prime contract.
For example, if the estate agent gave you a contract that allowed you to park in space "A", but the leaseholder did not have any rights over space "A", then you have no rights there and your beef is with the leaseholder/estate agent.
You can not have conferred on you any rights that the person conferring them does not have. You need sight of the prime lease.0 -
So should the point around primacy contract be removed? Is the rest of It fine to submit?0

The heading of your POPLA appeal talks about 'APCOA' but this is UKPC!
I would out UKPC to strict proof of no permit and embed that zoomed-in version you mention here:A picture of the car with the permit in the background was sent however the photo was not very clear and the full permit could not be seen, but a zoomed in version clearly showed the permit number.
And if there has been no NTK served at all, then you need the template POPLA appeal point saying that.
Primacy of contract can stay there but remove the word 'point' in the heading which is wrong 'Primacy [STRIKE]Point[/STRIKE] of Contract'.Hi,
It is from the tenancy agreement between the tenant and the landlord/estate agent.
Thanks
That is OK - a tenant has rights too, even if just implied rights of way. Some AST's say even more about parking, does yours?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
