only "authorities" can issue fines , PPCs issue invoices

On this forum, we used to deal with a nasty but dim firm called ANPR Ltd who used to send something in the post called 'Outstanding Parking Charge'. I devised a reply that said (among other things) 'thankyou very much for writing to congratulate me on my outstanding parking...'PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

the managing agent details etc may still be valid
otherwise you can easily obtain landholder details from the LAND REGISTRY for a small fee0 -
Saw this and didn't really take note as was a different con artist, but wasn't really thinking of trying to get the retailer to cancel the ticket at the time, so now, it seems relevant to me.
Am I right in saying that I treat the format of anything written (online or post) in the "the driver" did this type terminology or is that just specific to the scumbags ....?
