UKPC parking charge at Moorgate Retail Park, Bury

I parked in Moorgate retail Park, Bury and went shopping. I returned about 45 mins later to find a Parking charge stuck to my windscreen stating I had left the site, which I hadn't and have a receipt from one of the shops timed inside the time my car was first seen and the ticket issue time! Should I write to them staright away to advise of this and enclose a ciopy of my shop receipt as I am worried they won't cancel it and after 14 days the charge increases from £60 to £100 which I find ridiculous as this a "free" carpark! I have read about waiting to receive a letter through the post from UKPC but as I've stated if I am forced to pay this fine I don't want to wait till they increase it. In view of the fact I have a receipt to prove I did shop a the location I am just wondering if anyone else had a similar issue and was successful in their appeal etc? Any help/info about this and what sort of things I should put in my letter would be grately appreciated. Many thanks

First things first ... you have received a speculative invoice not a fine or penalty. As you'll not be paying ANYTHING, after 14 days the charge rises from £0 to £0.
Secondly, all the advice you need is in the NEWBIES sticky thread. (Including a "jargon buster" that'll explain some of the terms and acronyms we use, so I won't explain them again below).
I'd suggest waiting for the NtK, then respond using the template appeal in the NEWBIES thread, adding an additional point of:
x) The driver advises that they did not leave the site. Indeed they retained a receipt from a store on the site from the date in question, a copy of this receipt is attached.0 -
These lot are sooo easy to beat. Just follow the excellent advice in the newbies bit.
It would appear that you've also been ticketed wrongfully (they're all wrongfully issued no matter what really), in that you did not even leave the site. Good grief you haven't even remotely done anything wrong, and you didn't even commit the cardinal sin of leaving site as they accused you of so why would you even think of paying scumbag UKPC anything?
You are in the wrong mindset you have used the word fine, what you have is a scam invoice.
The discount they are "offering" is part of the con on two counts:
1 To dress the scam up as a legitimate charge.
2 To scare you into rushing into paying.
Follow the advice on here and you will pay nothing and cost these con men into the bargain.
UKPC are toothless lowlife scum and can easily be beaten, they are bullies that only issue threats.
This leaving site scam is one of their favourite little earners for their bonus hungry illiterate attendants!0 -

Please read the top thread and learn how/when to appeal. We have 100% record of winning appeals at POPLA stage, for over a year now. This is NOT a fine so please just wait for the NTK letter; take the advice we know works. There is no fine so no increase - it's just a matter of revenge being a dish best served cold, in this context.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
